The single most important difference is electrical length on the intended band. The AR-771C operates at 5/8 wavelength on GMRS, delivering realistic performance around 3.1 dBi. The Nagoya NA-771 stretches across VHF and UHF but compromises on both: it's electrically short on 146 MHz (delivering minimal gain) and only reaches 5/8 wave on 435 MHz. Nagoya's claimed 3 dBi gain is overstated given its multiband compromises. Meanwhile the AR-771C's 2.15 dBi claim is conservative and realistic.
