The UV-5R is the entry point. If you just passed your Technician exam and want to hit a local repeater without committing serious money, this is the radio most elmers will point you toward first. It covers both VHF and UHF, fits in a shirt pocket, and gets out of the way while you learn the basics of operating.
CHIRP compatibility is the most practically important feature here. Programming the radio by hand through its keypad is a chore, but with a programming cable and CHIRP, you can load your local repeater directory in minutes. The 128-channel memory is more than sufficient for most regional use cases, and the included 1800mAh battery is rated for substantial standby time between charges.
Where the UV-5R genuinely excels is value, and it is hard to argue with at this price point. Feature depth is thin (no DMR, no APRS, no scanning niceties you find on pricier handhelds), and the water resistance claim is vague enough that you should not count on it in the field.
